Belize's REDD+ SIS was designed in a step-by-step approach, starting with the National Interpretation of the Cancun Safeguards in a participatory manner, analysing the existing legal framework in the context of this interpretation and then identifying additional information on how the safeguards are respected. It is based on the requirements established by the UNFCCC, the National Safeguards Interpretation, and the country’s Strategic Environmental and Social Assessment (SESA) and the resulting Environmental and Social Management Framework (ESMF), developed in 2021 under the framework of the World Bank' Forest Carbon Partnership Facility (FCPF). The REDD+ Safeguards Advisory Committee has been created to strengthen the transparency and confidence of the entire SIS and REDD+ programme performance, by allowing the intervention of different stakeholders with monitoring and advisory capacities for Belize's SIS.
